China pursues a sovereign path under the State Cryptography Administration (OSCCA), its national cryptography authority. OSCCA has made anti-quantum cryptography an explicit priority of its National Cryptography Science Fund: a 2025 notice inviting suggestions for the fund's second batch listed cryptographic algorithm design and analysis targeting quantum computing among the priority foundational research directions, and the published second-batch guidelines, issued as OSCCA Announcement No. 55 in January 2026, name anti-quantum computing cryptography key theory and technology as the first research direction. The ingested documents fund and prioritise research toward China's own quantum-resistant standards rather than adopting an external scheme, and they do not yet name algorithms, set a dated migration timeline or impose a binding mandate.
