Israel

NIST bloc Standard-taker

Israel's posture is set by the Israel National Cyber Directorate, whose best-practices guidance directs organisations on achieving cyber readiness for the post-quantum age and migrating to quantum-resistant cryptography. The picture has since broadened across government: the National Digital Agency has issued guidance directing government ministries and public bodies to prepare for the post-quantum era, map their infrastructure, assess data exposure and move towards quantum-resistant encryption, and the Ministry of Communications has published an intelligence report analysing how quantum computers threaten common encryption. In the financial sector the Bank of Israel has gone furthest, with a Banking Supervision letter directing banking corporations to map their cryptographic inventory and submit an initial preparedness plan. No sovereign Israeli post-quantum scheme or specific algorithm is mandated nationally.

Regulatory basis

  • Bank of Israel Banking Supervision letter on quantum-era preparedness (7 January 2025) national Binding (market access)
  • INCD Organizational Cyber Readiness to the Post-Quantum Age (best practices) national Guidance
  • National Digital Agency guidance: Preparedness for Dealing with Encryption in the Quantum Computing Era national Guidance

Supervised banking corporations must assess the suitability of their infrastructure for post-quantum encryption, map their cryptographic inventory and submit an initial preparedness plan with board-level approval to the Banking Supervision Department, within a year of the January 2025 letter. This obligation is confined to the banking sector. Israel National Cyber Directorate material applies economy-wide but is advisory, and no specific post-quantum algorithm is mandated nationally.
