EU roadmap Standard-taker

Luxembourg's posture is set by the Ministry of State, whose national quantum technologies strategy charts a roadmap toward secure quantum networks and treats post-quantum cryptography as a quantum-resistant solution that can be integrated with existing systems. The government's digital-trust portal, run by ILNAS, has opened a public consultation on the European Union roadmap for the transition to post-quantum cryptography, which recommends that critical use cases migrate by the end of 2030 at the latest, and ILNAS has presented Luxembourg's view of the quantum threat and migration recommendations at the NISDUC conference. The National Cybersecurity Competence Center, NC3, has published a 2026 readiness survey produced with LuxQuantum that finds high awareness of the post-quantum threat across more than twenty-five organisations but weak practical action, and sets out five priorities including cryptographic inventory and crypto-agility ahead of the 2030 deadline.
