NIST bloc Standard-contextualiser

Singapore's transition is led by the Cyber Security Agency, which in October 2025 opened a public consultation, running to the end of December 2025, on a Quantum-Safe Handbook, a Quantum Readiness Index and a draft Quantum-Safe Migration Handbook, and which states through its Committee of Supply 2026 position that post-quantum cryptography will be the mainstream solution for quantum-safe migration. The Monetary Authority of Singapore drives financial-sector work through an advisory that references the NIST standardisation process, joint experiments, sandbox reports and quantum funding, while the Infocomm Media Development Authority runs the National Quantum-Safe Network, launched in 2023 as Southeast Asia's first quantum-safe network infrastructure, and is consulting on draft reference specifications that combine post-quantum cryptography with quantum key distribution. All of these instruments remain advisory or in draft, so no organisation in Singapore is yet legally required to migrate.

No organisation in Singapore is legally required to adopt post-quantum cryptography. The CSA Quantum-Safe Handbook advises critical information infrastructure owners and government agencies to inventory cryptographic assets and plan migration to the NIST post-quantum baseline, and the MAS advisory makes the same recommendations to financial institutions, but both are advisory only and carry no enforceable obligation.
