Vietnam's post-quantum work is led by the Government Cipher Committee, the national cryptographic agency, which is developing its own quantum-resistant cryptography rather than adopting a foreign standard suite. On 9 February 2026 the Committee launched VN-PQSign, a domestically developed hash-based post-quantum digital signature algorithm, presented a draft Vietnamese national standard (TCVN) for it, and opened a joint Advanced Cryptography Research Lab with the Institute for Advanced Study in Mathematics. The Committee has been tasked with building Vietnam's quantum-resistant cryptography development plan for the 2026 to 2030 period, and plans to standardise VN-PQSign nationally while developing lattice-based signature and key-establishment algorithms toward national standardisation. The work remains an indigenous research and standardisation effort, and no binding post-quantum regulation has been captured in the corpus.

Binding law governs Vietnam's cryptographic posture: the Law on Cipher 2011 establishes the Government Cipher Committee as the national cryptographic agency, and the Law on Cybersecurity 2025 sets cryptographic protection duties for critical information infrastructure operators from 1 July 2026. Neither instrument mandates post-quantum cryptography specifically. Vietnam's PQC work is indigenous research led by the Government Cipher Committee, including the domestic VN-PQSign signature scheme and proposed national quantum-resistant standards, which remains developmental and advisory rather than a mandated national suite.
